Millions of international travelers to the United States will face higher costs and stricter requirements starting September 2025, as new rules take effect for visa applications and travel authorizations. These changes will impact business travelers, tourists, and frequent visitors across multiple visa categories and entry programs.

The U.S. Department of Homeland Security and State Department announced these updates as part of ongoing efforts to enhance border security and modernize immigration processes. Here’s what you need to know to prepare for your next trip to America.

Major Fee Increases Taking Effect

ESTA Fees Nearly Double

The ESTA fee (Electronic System for Travel Authorization) for travelers from Visa Waiver Program countries will rise from $21 to $40 starting September 30, 2025. ESTA is required for visa-free travel from 40 countries including EU nations, Japan, South Korea, Australia, and the UK.

Key details:

Applications submitted before September 30, 2025, will still pay the current $21 fee.

ESTA authorizations remain valid for two years or until your passport expires.

Other Significant Cost Increases

Form I-94 (Arrival/Departure Record used for land-border entries from Canada and Mexico) will increase from $6 to $30.

EVUS enrollment (Electronic Visa Update System required for Chinese citizens with 10-year B-1/B-2 visas) will also rise to $30.

Stricter Interview Requirements

Starting September 2, 2025, most nonimmigrant visa applicants will be required to attend an in-person consular interview, regardless of age. This eliminates previous exemptions for children under 14 and adults over 79.

Limited exceptions still apply for:

Diplomatic and official visas (A and G categories)

Visa renewals within 12 months of expiration (at consular discretion)

Certain transit visas

Case-by-case determinations by consular officers
